The People's Government of Beijing Chaoyang District Public Announcement on the Pre-qualification and Call for Expression of Interest of Beijing 2008 Olympic Games

The People's Government of Beijing Chaoyang District (PGBCD) is responsible for the
Ownership Partner Tender (the Tender) for the Beijing 2008 Olympic Games National Tennis Centre, Hockey Stadium and Related Facilities through an Invitation-To-Bid (ITB). The bid winner will be selected to jointly establish a project company with the company acting on behalf of PGBCD to share the investment, taking charge of the project investment, construction and transfer. PGBCD invites domestic and foreign legal entities that have a strong financial capability and broad experience in developing, managing and operating large-scale public projects to participators, individually or as a consortium, in the Pre-qualification and Call for Expression of Interest for the Tenders. Entrusted by PGBCD, the Beijing Development and Reform Commission (BDRC) is in charge of organizing and coordinating the bidding work. The project tendering agent is the China International Engineering Consulting Corporation.

Basic Information
1. The project will be in the southern area of the Olympic Games Centre and occupy a land area of 42.4 hectares. The project will include a national tennis center, a national hockey stadium and relative facilities. The over-ground building area will not exceed 212,000 m2, among which 30,000 m2 will be the building area of the National Tennis Center and 32,000 m2 will be the building area of the National Hockey Stadium. The remaining areas are for related facilities.

2. The Obtaining of the Pre-qualification and Call for Expression of Interest Documents: Applicants may obtain the Pre-qualification and Call for Expression of Interest documents from 9:00 to 16:00 (Beijing time) from April 26 to 30, 2004. Representatives of the potential applicants must present a Power of Attorney issued by the potential applicants, enter into a Confidentiality Agreement with PGBCD, fill out an application form, and pay a non-refundable fee of RMB800 or US$100 for each document.

3. The Presentation of Pre-qualification and Call for Expression of Interest Documents:
Applicants must present their application documents (in sealed envelops marked the title of the project) stipulated by the Pre-qualification and Call for Expression of Interest documents before 15:00 (Beijing time), May 21, 2004 to China International Engineering Consulting Corporation. The purchase of the Pre-qualification and Call for Expression of Interest documents must be delivered in person.
